Some good news is the LA3 mod plate:

http://tmr.qld.gov.au/Safety/Vehicle-standards-and-modifications/Vehicle-modifications/Light-vehicle-modifications.aspx
Code LA3 covers the fitting of turbochargers or superchargers not originally offered by the engine or vehicle manufacturer.

MODIFICATIONS COVERED UNDER CODE LA3
The following modifications may be performed under Code LA3:
 Fitting of turbochargers or superchargers not originally offered by the engine or vehicle manufacturer.

MODIFICATIONS NOT COVERED UNDER CODE LA3
The following is a summary of the modifications that may not be performed under Code LA3:
 Fitting of replacement engines already fitted with a turbocharger or supercharger by the engine manufacturer (these are usually covered by Code LA2); and
 Fitting of turbochargers or superchargers that cause the vehicle not to meet the required gaseous emission standards.

I live in Brisbane so there shouldn't be any issues, is the Avo turbo kit reasonably good? Also any specific thinks I need to look at when looking at a turbocharged NA?

AVO kits are a good bit of kit, pretty sure this turbo NA was for sale on here and carsales not too long ago but had different wheels, was considering it myself. Pretty sure MX5 Plus had done some work on it, should give them a call tell them the rego/explain the car to them and see if they remember it.

Other then that just look at the things you would normally look at when buying a car. Make sure when it comes onto boost it doesnt stutter or hesitate, check for any leaks, blowing smoke etc check the clutch doesnt slip. I didnt go see it in person but looks like a good package.

Just before I dive in with comments about doing the bottom end, is this for sale by a fellow forum member?
UK since return: Standard NC2 (horrid), C200K, ND2 BBR, NC2 BBR200 (loved it), NC BBR300 (better than BARMY), V-Special, turbo NB8B (my 84th car)

How much would it cost to do the bottom end and who in Brisbane can do it?

Several thousand dollars if you want it done right including balancing and extra-strong everything.

There's another car available, later model, with the bottom end done, for $4k more.

Could you provide the link to that car? Is it in Brisbane?
