I would also add that a newcomer should check the sup regs for recent events of the nature he plans to run, as the organisers can specify additional requirements - for example what is optional under CAMS' NCRs might be required by a particular club. I would even go further and advise checking with current competitors about what the scrutineers are asking for, which can be (and in my experience has been) different again - then you get to decide how hard you want to play the 'but the manual (or sup regs) says' ...
