"Huge" horsepower is easier to manage in a straight line (as long as you can still get all of it transferred to the ground). The biggest battle with circuit cars is balancing the power application through corners. Having massive horsepower makes it much harder to drive smoothly and it can result in the vehicle being slower than if it had less horsepower (because it was easier to drive into, though and out of corners). Nemo proved that last year. It was one of the slowest pro class cars down the front straight (IIRC 30km/h slower than Tilton) yet was 3 seconds quicker then the nearest competitor per lap.
The real issue facing the Pro-class cars with extreme aero packages is the load rating of the tyres. Last year Nemo achieved almost 3'g' laterally through one of the corners through the extra downforce.

That's some serious load on the tyres.
