If after machining the allowance is 30 to 40 Hours you easily apply $100 per hour for a good mechanic. All these things point toward used engines but if you are a restorer or looking for a longer term use then if there is spare money you go for it.

I'm thinking when the time comes it will get a BP4W 1.8 and I'll wrap up the old block and store it for the cork sniffers....

If youre going to do that, why not VVT?
you could probably use the OEM ECU for the BP-4W but it means you'll have the cam sensor not connected. and you will not be able to controll the flappy things in the BP4W intake. The BP4W intake is a sh*t job of an intake
with you, I cant see that being allowed to be & you'll opt for an aftermarket ECU so you can control the BP4W as it should be.

But if you're going to get an Aftermarket ECU....get one that also has the option to control VVT.

I'm in Bayview, I have both engines. Come & have a look. Ive had both BP-4W and now the VVT with the square top intake. but mines now messy because i'm going to control the VVT with an extra box. It would have been so nice to be able to control the VVT with the same ECU....and have table switching for E85 and so on & so on.

changing engines is never just the cost of an engine....you might pick one up for $1K to $1.5...but allow 2-3K to do things right. maybe even $5K if you get an MS3, clutch, seal kit & some other bits here & here.
