Has anyone seen a pulley like this on a '90 NA?

Yes I have
That looks like your crankshaft pulley and the associated A/C belt.
I hope that is the answer you were looking for.

Upon closer inspection the pully doesn't appear to be made from metal, more like some kind of plastic. Maybe the car suffered from the in-famous short nose crank issue and the pulley was replaced?
I for one have not seen a non-metal pulley fitted to a MX-5.

The reason for the question is:- Most early NA cars had a crank pulley with four slots, these are referd to as LWSC , the dodgy ones. The later engines had 8 slots..better. This one has no slots, was there some interim style?
And yes mx52nv that was one ofthe answers that I was expecting, but not the answer that I wanted

Ive read somewhere that there were some interim cranks built. Obviously we know about the "short nose" and "long nose" engines, but i think the interim ones were called the "long bolt"?? I'll have a quick search, because i know i read it recently.
Edit:
Found the site i was thinking of, but it looks like i was heading down the wrong track. It talks about the short nose, long nose and big nose. The big nose is the 8 slots in the pulley, but it looks like the interim long nose was a service fix that, from the sounds of it, used the same pulley as the short nose:
