Ball Joints - boots only?

Unsure if I'm doing the right thing here.
Noticed the other day that all boots on front upper and lower ball joints and the tie rods are all split / perished. Not to the point of being wide open and allowing bulk muck in but obviously in need of attention. The car is rapidly becoming a track day car only so I need it to be ultra reliable.
I've been given some surprisingly high prices to replace the ball joints and a much more appealing price to re-grease and replace the rubber boots only. Evidently the upper joint is only available with the whole arm.
I'll prob replace the whole outer tie rod ends with new.
Assuming the ball joints in this 19yo car seem to be in good condition still when stripped am I doing the right thing here? I've not skimped ever before but its a huge difference if what they say regards the top joint is correct.
