NC Front Swaybar, what is this bit?

Had Whitelines fitted a few months back to my NC.

Under it today and i noticed that the right hand side has this 2nd clamp thing on the inside of the main clamp, about 15mm away.

On the left side, the same thing seems to be broken and is moving around when touched.

What are these and would it matter if one is broken?

They are there to stop the bar moving sideways and Yes if one is broken it needs to be replaced.

I have known a lot of these whiteline clamps to fail.
As in this case.
Other quick fix solutions can include hose clamps secured to the swaybar on either side of the mounts.
Thin rubber fitted under the clamp helps protect the swaybar from the metal clamps scratching or damaging the sway bar.
