I don't know about the particular tyres that you're talking about but certainly with some (including my RT615s) there is more tread on the inside. If you have some negative camber in your alignment you will be running on the inside shoulder when you aren't cornering too hard. If it's wet you won't be able to corner too hard so there's no reason to have much tread on the outside shoulder.
So, basically, different parts of the tyre are going to be used to different extents under different weather conditions. Actually, I suppose even if you don't have much neg. camber you'll still run on the outside shoulder side more when there's more grip (ie. dry weather).
